A disk containing a lost research report exposing the vulnerabilities of Tokyo's police force to terrorist attack has become the target of a criminal element. Catching the police off-guard with the destruction of a major bridge and a threat to destroy more, the terrorists raid a now nearly empty command center to take the disk.
